Violations are found both offline and online. Complaints come from right holders, visitors, or competitors. Online, specialised services monitor live streams and video. If you stream with music in the background, the software will record it.
In a venue, a breach may surface during an inspection or if someone reports it - for example, a competitor.
There are three lawful ways to play music on business premises. First - works that have entered the public domain: copyright runs for 70 years after the author's death; related rights - for 50 years after the recording. Second - dedicated background-music services where RAO and VOIS licences are already bundled into the subscription. Third - your own or commissioned pieces with the rights to public performance in order.
Some radio stations offer corporate licences for commercial premises, but in Russia there are almost no such offerings - they are mostly foreign companies.
